This breakdown shows that a manager can boost their ROI in two ways: either by widening their profit margin (cutting expenses or raising prices) or by accelerating asset turnover (generating more sales volume from each dollar of assets).
 
3. The Sub-Optimization Trap (The Dysfunctional Loop)
While simple to use, ROI carries a major behavioral flaw known as sub-optimization. If a high-performing manager is judged strictly on their ROI percentage, they will routinely reject new project investments that are highly profitable for the overall company if the project’s return is slightly below their division’s current high average.
Behavioral Grid Scenario
  • Division A’s Current Average ROI = 24%.
  • Corporate Minimum Required Return (Cost of Capital) = 10%.
  • New Project Proposal ROI = 18%.
  • Result: The manager will reject the project to protect their personal 24% score, even though the project earns 18%—well above the company’s 10% hurdle rate. This conflict of interest damages corporate growth.
