  • Planning Variances (Uncontrollable): Measures the difference between the original standard and a revised standard that reflects real-world market changes. This tracks the accuracy of the budget team.
  • Operational Variances (Controllable): Measures the difference between the revised standard and actual results. This tracks the genuine performance of the factory manager under real-world conditions.

  • Original Material Price Standard = $10/kg.
  • Due to a sudden market shortage, the market price jumps to $14/kg (Revised Standard).
  • The procurement manager negotiates effectively and buys material for $13.50/kg.
    • Traditional View: $3.50 Adverse variance (punishes the manager for a market-wide shortage).
    • Revised View: Planning Variance = $4.00 Adverse (flags a budget error). Operational Variance = $0.50 Favorable (rewards the manager for beating the real-world market price).
