System Architecture and Interconnectivity
A modern PFMIS is modularly designed, meaning it consists of distinct sub-systems that handle specialized financial functions while feeding data into a single General Ledger (GL). The core modules include:
  • Budget Formulation Module: Automates the collection of budget estimates from line ministries and applies central ceilings.
  • Commitment Control Module: Checks budget lines in real time and blocks purchase orders that exceed available cash or credit allocations.
  • General Ledger (GL) Module: The central repository where all financial transactions are coded, recorded, and summarized.
  • Cash Management Module: Coordinates with the Central Bank to monitor the Treasury Single Account (TSA) system.

Multi-Dimensional Coding and Core System Mapping
The PFMIS relies on the Government Chart of Accounts (CoA) to organize data. Every transaction entered into the system is stamped with a multi-segmented code that details the organizational unit, funding source, functional purpose, economic nature, and geographical location of the expenditure.
