Contracts must outline clear dispute resolution frameworks, prioritizing step-by-step mitigation: Independent Expert Determination, formal Mediation, and finally, international binding Arbitration. Unregulated contract renegotiations must be avoided, as they can compromise transparency and shift commercial risks back onto taxpayers.
