Macroprudential toolkits use specialized capital buffers to ensure the banking system maintains sufficient loss-absorbing capacity through shifting economic cycles.
The Countercyclical Capital Buffer (CCyB) Calculation
The CCyB is adjusted based on deviations in the national Credit-to-GDP Gap. Authorities track this ratio to determine buffer settings:
Credit-to-GDP Gap = Current Credit-to-GDP Ratio - Long-Term Structural Growth Trend
If credit expansion outpaces underlying economic growth, the resulting gap triggers an increase in the CCyB rate (up to 2.5% of risk-weighted assets). This requirement forces banks to build capital reserves during economic booms, which can then be released to absorb losses and support lending during a recession.
