Central banks and financial regulators around the world are intensifying work on Central Bank Digital Currency (CBDC) as part of wider efforts to modernise payments, strengthen financial inclusion, improve settlement efficiency, respond to the growth of private digital money, and safeguard monetary sovereignty in an increasingly digital financial system. At the same time, CBDC raises complex questions for central bank law, monetary law, payment system oversight, prudential regulation, financial stability, privacy, cybersecurity, consumer protection, competition, AML/CFT, data governance and cross-border interoperability.
The Central Bank Digital Currency (CBDC) and Financial System Regulation programme is designed to equip central bank leaders, regulators, policy specialists and senior financial-sector practitioners with the strategic, legal, policy, governance and supervisory capabilities required to assess, design, regulate and oversee CBDC initiatives. The programme provides a practical and internationally benchmarked understanding of how CBDC choices affect the broader financial system, including banks, payment service providers, capital flows, financial inclusion, monetary policy transmission, market structure and systemic risk.
Drawing on USA, European and international standards and emerging practice, the programme examines the policy case for CBDC, retail vs wholesale CBDC models, legal and regulatory foundations, financial stability implications, prudential and conduct regulation, technology and cybersecurity governance, privacy and data protection, AML/CFT and sanctions compliance, cross-border payments, pilot design and testing, and implementation governance.
