The CAE must establish and maintain a Quality Assurance and Improvement Program (QAIP) to evaluate the internal audit function’s compliance with the Global Internal Audit Standards (GIAS) and confirm its overall operational efficiency. The QAIP operates as a continuous improvement loop, incorporating ongoing internal monitoring, periodic self-assessments, and mandatory external validations.
[Daily Supervisor Workpaper Review] ──► [Annual Internal Self-Assessment] ──► [Mandatory 5-Year External Audit]
The QAIP architecture balances internal monitoring with independent external assessments:
- Ongoing Internal Performance Metrics: Tracking operational indicators, such as the actual hours spent on engagements compared to budget targets, the velocity of report delivery following fieldwork completion, and post-engagement client feedback scores.
- Annual Periodic Self-Assessments: Selecting a sample of completed audit files to verify that working papers, evidence documentation, and report structures conform to documented department policies and GIAS requirements.
- External Quality Validations: Coordinating an independent review by an external assessment team at least once every five years. The external team evaluates the function’s methodology, interviews board members, and issues a formal statement attesting to whether the department conforms to professional standards.
