Learning Objectives:

  • Understand the importance of international coordination in cyber incident response.

  • Apply information sharing mechanisms to enhance collective resilience.

  • Recognise the role of the G7 Cyber Expert Group and other international bodies.

8.1 The Importance of International Coordination

International coordination is essential for addressing cyber threats that transcend national boundaries. The G7 2026 Cross-Border Coordination Exercise demonstrated the G7’s commitment to strengthening cyber resilience across the G7 financial sector . The G7 Cyber Expert Group adopted a long-term exercise strategy to increase the frequency and consistency of these simulations, thereby enhancing preparedness across all jurisdictions .

8.2 Information Sharing Mechanisms

Information sharing is essential for effective cyber resilience. The Central Bank of Eswatini’s Guidelines require financial institutions to participate actively in information-sharing groups and collectives, including cross-industry, cross-government and cross-border groups to gather, distribute and assess information about cyber practices, cyber threats and early warning indicators . The Central Bank shall set up initiatives for sharing threat, vulnerability and mitigation information in the financial sector .

Key Information Sharing Mechanisms:

  • Financial Services Information Sharing and Analysis Center (FS-ISAC): A global information sharing network for financial institutions.

  • Financial Sector CERTs: Computer Emergency Response Teams for the financial sector.

  • Cross-Border Information Sharing: Sharing information across borders.

  • Public-Private Partnerships: Collaboration between public and private sectors.

The G7 Cyber Expert Group is responsible for coordinating cybersecurity policy and strategy across the G7 jurisdictions . Its mission is to enhance the cyber resilience of the financial sector by fostering preparedness, establishing a shared understanding of the threat landscape, and promoting unified approaches to risk mitigation . The Group has published various sets of Fundamental Elements, including the G7 Fundamental Elements of Ransomware Resilience for the Financial Sector and the G7 Fundamental Elements for Third Party Cyber Risk Management in the Financial Sector .

8.4 International Coordination Exercises

The G7 Cyber Expert Group conducts cross-border coordination exercises to strengthen the collective ability of authorities to respond to cyber incidents .
