The eight progressive rungs of the ladder are grouped into three clear structural categories that define the level of power handed to the community:
  • Non-Participation (Manipulation and Therapy): The lowest tiers, where the organization uses communication as an elite-capture public relations tool. Here, interaction loops are designed to engineer compliance, manufacture consent, or superficially process stakeholder grievances while giving the community zero actual voice in project decisions.
  • Tokenism (Informing, Consultation, and Placation): The middle tiers, where the firm allows stakeholders to speak at public forums, voice concerns during town halls, or fill out digital surveys. However, executive management retains absolute, unilateral decision-making power. Stakeholder input functions as a passive suggestion that rarely changes project designs or operational budgets.
  • Citizen Power (Partnership, Delegated Power, and Citizen Control): The highest tiers of authentic engagement. True consultation requires a structural shift in authority, where the company signs co-management contracts, establishes joint-venture steering committees, or hands over specific operational vetos to local communities, altering corporate plans based on the input gathered.
2. The Consultation Authenticity Index Formula
To evaluate the true nature of an organization’s engagement strategy, audit teams calculate the Consultation Authenticity Index (CAI):

CAI = ( C_impact * R_power ) / P_budget
 
Where:
  • C_impact = Calculated percentage of stakeholder suggestions that resulted in documented changes to project design blueprints or operational budgets (Scale of 0.0 to 1.0)
  • R_power = Binary authority factor (0 = Management holds 100% unilateral veto power; 1 = Stakeholders hold legally binding co-management or voting power on steering boards)
  • P_budget = The public relations and marketing budget allocated to the engagement exercise
