Customs Information Blind Spots are structural information gaps created by fractured diplomatic and commercial relationships between opposing major world powers or competing trade blocs, which result in a total breakdown of bilateral customs intelligence sharing. Transnational syndicates systematically exploit these gaps by submitting an export declaration with one description of low-value goods (such as plastic scrap) at an eastern port, and an entirely different import declaration of high-value goods (such as textile machinery) at a western destination, knowing that the customs enforcement networks of the opposing countries fail to share intelligence or cross-verify data across opposing geopolitical borders.
