Introduction
Innovation in the public sector is both essential and extraordinarily difficult. Governments face rising public expectations, resource constraints, complex societal challenges, and rapid technological change—all while operating within rigid legal, administrative, and political structures. Yet innovation is not optional. As one analysis of public sector innovation notes, governments are under growing pressure to reform, from digital transformation and demographic change to geopolitical instability and declining public trust. Tomorrow’s public leaders will need not only expertise in law, policy, or administration but also the ability to rethink systems, break institutional deadlocks, work across silos, and turn complexity into action.
The challenge of public sector innovation is not primarily technical—it is cultural, institutional, and human. A case study of a failed digital innovation project in Cluj-Napoca, Romania, illustrates this point vividly. A project manager with private sector experience was brought into City Hall to drive digital transformation. Despite good intentions from all parties, the project ultimately failed. The public servants saw the project manager as condescending and too willing to break things, while the project manager saw the public organization as ossified and resistant to change. The project failed not because of technology or laws, but because of “lack of trust, lack of early stakeholder engagement, and a clash of mindsets” that proved harder to overcome than formal rules or organizational structures.

They operate within legal frameworks, hierarchical structures, and political systems that can resist change. The OECD notes that the capacity to innovate is unevenly distributed across regions and organizations—areas with small administrations, dispersed populations, and limited resources face structural disadvantages that make digital transformation more difficult than in large urban or well-resourced settings.
The Culture of Innovation
A culture of innovation is one where experimentation, learning, and adaptation are valued and expected. In such a culture, failure is seen as a learning opportunity, not a career-ending mistake. The UK’s experience with digital transformation highlights that “many public servants are afraid that technology will make them redundant,” creating resistance to change. Addressing this fear requires leadership, communication, and a genuine commitment to supporting people through change.
The concept of “creative governance” is emerging as a response to the limitations of traditional public administration. Creative governance encourages moving from a culture of “No, because…” to “Yes, if…” —shifting from risk avoidance to risk management, from control to enablement, and from compliance to creativity.
2. Barriers to Innovation in Government
Innovation in the public sector faces significant barriers that are deeply embedded in institutional structures, cultural norms, and political dynamics. Understanding these barriers is essential for developing effective innovation strategies.
Cultural and Human Factors
The Cluj-Napoca case study reveals that cultural and human factors “can make or break a collaboration.” The mismatch between private sector expectations of speed and agility and public sector hierarchies and processes created friction. Public servants, who were not involved in the decision to bring in the project manager and received limited information on goals, reacted with “opposition or indifference.” Many were afraid that technology would make them redundant.
This pattern is common. When innovation is imposed from above without engaging those who will implement it, resistance is likely. 3. Design Thinking and Human-Centered Innovation
Design thinking is a human-centered approach to innovation that has gained significant traction in government. It involves understanding user needs, generating ideas, prototyping solutions, and iterating based on feedback. In the public sector, design thinking is particularly valuable because it focuses on the user experience of public services.

The success of a given project depends on “the level of collaboration, trust, mutual respect and level of effort by all parties to arrive at a solution that can be testable, measurable, and scalable.”
Service Design in Government
Service design is the application of design thinking to public services. It recognizes that services are not just digital interfaces but end-to-end experiences involving multiple touchpoints, channels, and interactions. Service design focuses on the citizen’s journey—what happens before, during, and after an interaction with government.
In a recent project with the Community of Federal Regulators, ISED’s Service Lab applied a design thinking approach to co-create a client-centered online service experience for regulatory guidance information. The process included discovery, co-design, prototyping, and testing with users. The resulting “new client-centred standard for how the Government of Canada will present regulatory guidance online” was developed through close collaboration with designers, usability experts, and clients.
One lesson from this project was the importance of flexibility. When the team recognized “potential gaps in the representativeness of the co-designers,” they used extra days to engage with additional external stakeholders. “That kind of project flexibility, coupled with the trust of our clients and the confidence of our management team, let us adapt to what we learned along the way.”
Human-Centered Design in Practice
Human-centered design requires shifting from a government-centric to a citizen-centric perspective. This means asking: What does the citizen need? How do they experience government services? What are their pain points and frustrations?
The Teaching Public Service in the Digital Age syllabus uses the film “I, Daniel Blake” (2016) to illustrate how badly designed services can exclude vulnerable people. Through the UNESCO–Oxford Massive Open Online Course on AI and Digital Transformation in Government, Kenya aims to equip 20,000 public officials with AI and digital skills by 2027. The programme is implemented by UNESCO and the Kenya School of Government.
Following the MOOC, UNESCO and ITU convened a Global Training on Artificial Intelligence for the Public Sector in Nairobi, bringing together 30 policymakers and public sector leaders from 20 countries. The training demonstrated that “successful digital transformation requires more than technological investment. It depends on capable institutions, skilled public servants and governance frameworks that place ethics, transparency and public trust at the centre of innovation.”
